By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:
Section 1. Purpose. For generations, Americans seeking essential services from the Federal Government have been required to navigate a system organized around the structure of Government rather than the needs of the people. Americans must search across numerous executive departments and agency (agency) websites, interpret complicated Government terminology, frequently provide the same information, and repeatedly prove their identities to a Government that may already possess the information necessary to serve them. The American people deserve better.
Advances in technology now make possible a fundamentally different relationship between the people and the Federal Government, defined by simplicity, speed, accuracy, security, and respect for the individual. The same spirit of American innovation that can accelerate scientific discovery can also help Americans complete essential interactions with the Federal Government.
This order therefore directs the establishment of America.gov as the unified digital front door to the Federal Government for every individual in the United States seeking Federal information or services. America.gov will not be merely another website, search engine, or directory of Government links. It will be a secure, intelligent, and service-oriented point of entry through which an individual may sign in, communicate in plain language, receive accurate answers, and, where authorized and technically available, complete Government transactions without being required to navigate the websites of multiple agencies. America.gov will enable the Federal Government to do its own paperwork so that the American people may get on with their lives.
Sec. 2. Policy. It is the policy of the United States to:
(a) provide every individual in the United States seeking Federal information or services with a single, secure, conversational point of entry through which the citizen may discover, access, and, where authorized, complete covered Federal transactions;
(b) establish common standards of quality, simplicity, accessibility, interoperability, security, reliability, and design across participating Federal digital services and public-facing websites;
(c) preserve each agency’s custody and control of its records, systems, statutory responsibilities, and adjudicatory authority and ensure that unifying access to Federal services does not create a centralized Federal system of records concerning the American people;
(d) protect personal information through data minimization, secure authentication, auditable authorization, and disclosure practices consistent with applicable law;
(e) ensure that super intelligence used in connection with America.gov is accurate, reliable, and transparent; and
(f) preserve existing lawful methods by which Americans may obtain Federal services, including in-person, telephone, mail, and agency-specific digital services, so that America.gov provides a better option but does not become the only option.
Sec. 3. Definition. The term “covered services” means public-facing Federal services that serve more than 100,000 users in a 12-month period and can be accessed or applied for online. The term excludes tax filing services provided by the Internal Revenue Service and services provided by the Department of War and elements of the Intelligence Community. The Director of the Office of Management and Budget (OMB) may, by memorandum, add or exclude “covered services.”
Sec. 4. Establishing America.gov. The Administrator of General Services, in coordination with the Administrator of the National Design Studio and the Director of OMB, shall:
(a) establish and operate America.gov as the single point of entry for Americans to access covered services online; and
(b) take such steps as are necessary to integrate Login.gov with America.gov, including using Login.gov as the authentication service for America.gov.
Sec. 5. Implementing America.gov. (a) Within 90 days of the date of this order, the Director of OMB shall issue a memorandum to the heads of agencies on implementation of this order.
(b) Heads of agencies shall:
(i) identify covered services in their respective agencies;
(ii) integrate the provisions of such services with America.gov in a secure and privacy-preserving manner, including by making the public Application Programming Interfaces, dashboards, and digital forms that already support services accessible through the America.gov platform;
(iii) complete integration with Login.gov consistent with the requirements of section 1523(b)(1)(D) of title 6, United States Code, and OMB Memorandum M-26-18; and
(iv) provide, on an ongoing basis, the Administrator of General Services and the Director of OMB with historical and current usage and performance data for covered services.
Sec. 6. General Provisions. (a) Nothing in this order shall be construed to impair or otherwise affect:
(i) the authority granted by law to an executive department or agency, or the head thereof; or
(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.
(d) Nothing in this order shall be construed to require the disclosure of information that is prohibited by law, or to authorize any person other than the originating agency to access records maintained by that agency about an individual, except as provided by the Privacy Act of 1974 (5 U.S.C. 552a) or other applicable law.
(e) The costs for publication of this order shall be borne by the General Services Administration.
