Richard Schroyer, of Oklahoma, to be an Assistant Secretary of Homeland Security.

Heidi Semann, of Missouri, to be Inspector General, Department of Education.

Robert Stebbins, of New York, to be Deputy Chief Executive Officer of the United States International Development Finance Corporation.
